would that cause everything to work ? my gauges work, my turn signals work, my electric fuel pump works and all of this works with the key off but the engine continues to run.

No. You have 12 volts in a distribution block somewhere that souldn't be. You added an electric fuel pump, trace the wiring to where it terminates, go with that. What has changed since this problem started?

The electric fuel pump is stock. This is the 4.3 liter V-6 with throttle body injection. I don't have much history on the vehicle as I just bought it.
Thanks for the reply. Can you think of anything else or where it could be getting the voltage? Once I kill the engine I no longer have 12v at the fuse block.

no I am pulling the IGN/ECM fuse in the fuse panel.
