Default Cluster panel on 74 Chevy C20 pickup

I have a 74 Chevy C20 pickup and have some electrucal problems as follows:
1. There is no power at the panel lights fuse on the fuse panel (The fuse is good). All other fuses have power. When I jumper power to the panel light fuse, two lights on the printed wiring cluster harness do illuminate when I turn on the ignition. I assume they are considered to be panel lights. (1 on each side of the speedometer)

2. None of the other cluster lights turn on?

3. Left turn lights work fine as long as headlight switch is off. However, when headlight switch is on, the flasher is very slow and when I turn off the left turn selector, the indicator light on the panel stays on.

Sounds similar to something I had with a blinker switch. I would check the light switch itseld on/off.
