I've just purchased a used 09 Cobalt LS from my father in-law, he told me of an issue prior to me purchasing it, the issues I have currently are;

- Car starts, tries to idle, bogs out and dies.
- Wipers stay on (unless relay is pulled under hood) - Replaced wiper motor and switches - issue still exists.

The car ran fine up until today, nothing has changed from now to then except the wiper motor itself. Which was known to be in working condition before I installed it. I was told it could be a few different things causing this, BCM, Wiring Issue, Switch, and/or Motor. I've replaced two of the four issues but I honestly would rather stop wasting my money at this point.

Error Codes are:
P0230: Fuel Pump Primary Circuit
P0420: Catalyst System Efficiency Below Threshold (Bank 1)

the wiper issue is a ground problem. when grd path is lost, the wipers will not shut off. get a wiring diagram and locate the all the grds for the wiper circuit. clean and reconnect. I have delt with this problem 2x. the first was after a bodiyshop repair. the ground stud was painted over. grinding off the paint at the stud fixed it. the second, the complete interior has been removed one of the bcm grds was not connected.
