Default monte tpi swap

Hello everyone, I'm in the process of swapping an '86 Camaro TPI into an '85 Monte Carlo. I have everything critical to the engine running hooked up but I can't get it to start. When I crank over the engine it only fires on the 8th cylinder (mostly, occasionally another one will fire.) I have spark to all cylinders and there is fuel being pumped to the engine. Now, here's where there are two theories. My idea is that since I'm trying to fire it using the stock Monte Carlo TBI fuel pump there isn't enough fuel pressure to fire more than the cylinder closest to the regulator. My friend's idea is (we messed around with a test light to the injectors) that since the injectors aren't squirting sequentially, that is the problem. Hopefully one of you can clarify if I'm right or my buddy's right or if we're both wrong. Please help.
