2011 cruze engine fan is running high speed

2011 cruze engine fan is running high speed
Hello, i have searched the forum and couldn't understand the issue. Even on the cold start the fan runs at high speed and only goes off when i shut the engine. It started two days ago and I'm not sure what is causing this issue the car is not over heating and coolant levels are fine? Can anyone help me out I am a student and i cannot spend a lot of money on diagnosis
