looks like a wire loom to me. Just cable tie it up.

Most important lines etc., are run inside the chassis/ frame to protect them from exposure to damage. Was something added on that it was placed on the outside?

I just noticed the other hanging thing further back. No idea what that is from this angle. Brake line? You would have to get under there. I would follow it in both directions to see what it's attached to.



Definitely looks like a hazard though. I would tuck that in and tie it down.
