Help me settle this debate
My friends and I having a bit of an argument.
I say that a 383 chevy is a bored out 350 (.30) with a 400 crank
They say that a 383 chevy is a 350 with a 400 crank and 400 heads.
Who is right here?

You'd be correct. Heads have nothing to do with Cubic Inches on any engine. Cubic Inch Displacement is a measure of the "size" of the piston and how far it travels from top dead center to bottom dead center. This is the "volume" of air/fuel displacement.
Heads will have an affect on the "compression" ratio depending on the size of the combustion chamber. Stock 400 SB heads all have large combustion chambers meaning "lower" compression ratios which amounts to less power.
If your friends disagree, then build your engine and let them build theirs and wager as much money as you can on the first race.
