2.4 Timing chain question

2012 equinox 2.4
not my first timing chain job. Rebuilt the head. Installed head. Set the balance chain. Set the timing chain.
When doing the timing chain I did these in order
- set chain around intake cam phaser on timing mark
- set bottom of chain on crank sprocket timing mark
- inserted and hand tighten exhaust side guide
- put chain around exhaust phaser and set phaser on camshaft end with bolt loosely tightened
- rotated exhaust camshaft to set phaser on camshaft indent and tightened cam bolt, but not to torque value
- installed intake side guide
- installed top guide
- installed chain tensioner
-tightened all bolts for guides to spec
When rotating the engine at crankshaft, everything turns smooth, but the timing chain between the cam phasers gains slack and then pops up slapping the guide.
Thoughts, advice?
