Default Air conditioner question

I have a 2012 Equinox. Just purchased a few weeks ago. The outdoor temperature today is about 20 degrees or so.

Nevertheless I attempted to try the air conditioner. It would only blow normal room temperature ...not cold air. I went to the dealer service dept. and was told there that the system is designed so that it will not operate when the outside air temp is too cold.

Question is: Anyone know if the dealer service dept. is correct is saying this? If I wait to summer to check the air conditioner it will no longer be under warranty.

this!

the evaporator would freeze up if it operated in temps near or below 0*C. the system is engineered to prevent this; what the dealer is saying is correct.
