Default down shift own its own

when I go down a steep hill and apply the brakes it down shift on it own from 1,200 to 3,000 rpm .we have new brakes and no waring lights on.what could be causeing this

Do you have your shifter in the D or I selection. I think the transmission automatically downshifts to help save your brakes.
