Default 1997 Express 1500 Key Fob Programming Question

I am trying to program the remote for my 97 Chevy Express van. I have a paper clip that I connect to ports 4 and 8 on the OBD connector. After I plug in the paper clip to ports 4 and 8, nothing happens. The door locks are supposed to cycle and then be put into programming mode but they aren't. What am I doing wrong?

You missed a step.
After connecting the DLC pins ...
Press and hold the LOCK and UNLOCK buttons simultaneously, on the first transmitter to be programmed until the locks cycle (approximately 10 seconds).

i did that. However, the van must be enter in programming mode first by jumping the 8 and 4 pins on the OBD2 port. Entering into programming mode is indicated by the locks cycling. And then you push the buttons on the fob. I tried the buttons on the fob 200 times but without the van entering into programming mode, that will not work..

OK you need to include that in your question. Please don't waste my time and provide complete information.

No. There is no confirmation of programming mode. Locks only cycle after a receiver is programmed.

Maybe your transmitter is defective or the battery is dead.

i didn’t ask how to program the remote. I asked how to get the van into program mode. Please don’t be disrespectful because you chose to waste your time by not reading my question correctly. It’s a brand new battery. I will call a locksmith, hopefully he’ll have a better attitude. Have a great day.

edit: I have watched multiple videos of my exact model being programmed and yes the locks do cycle to indicate it has entered into program mode before you hold the fob buttons.
