2006 Express 6.0L CEL, unable to read

Hi,
Trying to help my brother in law diagnose a CEL on his 06 Express van. Had the guy at Autozone try to read the code but he said 'there is no power to the pin/connector'? Not sure what that means. Never heard of that before. Any ideas what he's talking about? I don't have a code reader myself but am seriously considering picking one up. Thanks for any help.

Most hand-held scanners look for B voltage on pin 16 of the OBD data link connector. That pin is powered by the Cigarette Lighter fuse in the underhood fuse block. Make sure there's good voltage present in that junction and the fuse isn't blown.

That was it. Thanks for the help. Code reader worked and got a whole list of codes. I'm going to post in a new thread I think. Only one I could remember off the top of my head was a throttle position sensor. Seems like a lot of codes for an '06 with only 50,000 miles.
