99 Express won’t start

Default 99 Express won’t start
I’ve got 99 Chevy express with 5.7, I’ve just put new starter on, new wire from it to battery. All my ground wires are good, new terminals and my battery voltage is 12.4. When I turn ignition just get click-click-clicking sound. Any suggestions will be much appreciated.

that's a bit weak. Have you tried boosting it from another vehicle?

No not since I replaced the main positive wire to battery from starter, ran outta time. Is there a way I can check the voltage when I turn ignition with a volt meter?
