Default Check engine light

I just bought an express 2500 w/ the 350 it's a 97. When I turn the key on, the cel doesn't light up, and never lights up when I start the van. I hooked up my scanner to it and it shows just 1 code p0340 camshaft sensor circuit. But the check engine light doesn't light. Can the bulb jus be burnt maybe? How hard is it to change bulbs in the instrument cluster? The motor runs smooth and doesn't mis. What should I check?

It seems that I need a scanner for codes due to the problems I have with my van.

May I ask where to buy them, are there any USB-cables with programs to use in a laptop to be found ?
Here in Sweden there are not to many to ask these questions to.
