Thanks. It looks like the guy who installed my engine got around the issue of a 94 engine having the fuel pump in the tank by installing an inline pump. I took the fuel hose off of the filter and a couple drops os gas came out. Than I moved it around with some pliers and a stream of gas came out. Looks like the filter had a blockage. I'm going to run it tomorrow to see if that was the issue. The 12 volts to run the pump comes from some relay I don't recognize. (Picture). I'm also going to measure the voltage at this relay to see if it stops producing 12 volts when it dies.

wouldnt do that just in case theres junk in the line and it reaches the carb. have you tried to manually open the throttle with the air cleaner off to see if you see fuel spraying out.

Are you trying to draw fuel from the tank through a non working in tank pump? Perhaps it is restricting you, and building up a vacuum in the line which takes that 15 mins to bleed off.
Is there a work around to remove the factory pump from the equation?

Well the pressure drops to zero but the pump is still running and the engine slowly dies as it uses the gas that is in the carb.
