Default High and lowbeams not working on 04 chevy express 2500

Hello everyone,
novice here, trying to sus out the issue with the headlights not working.

what I've tried so far:
tested with multimeter left and right fuses for low beams, low beams on in control panel in cabin, no conductivity.
same for high beams, high beam light comes on on little control panel in cabin, dash lights stay on, no conductivity from fuses.

took fuses out to see if they were shot themselves. they conduct perfectly well.

I then tested the relay by swapping it with the relay connected to the horn (which works). horn sounded, I assume relay is fine.

not sure where to go from here. Don't have wiring diagrams, need to figure out next step.

any help welcome.

This is very confusing. Please specify what you were measuring/where you had your probes. It's more helpful to probe actual voltages.

Are you getting 12V on the sockets?
Did you try lighting up the bulbs with aligator clips?
