Default No air out of "face" vents

Trying to help inlaw to sell his 2019 2500 Express.
There is no air coming out of the "face" vents. Maybe just a little bit.
Window/floor seems to be working more or less OK.
I scanned entire modules with GM scanner, no codes.
Any pointers on how to fix it on a cheap? Seems to be something mechanical, I figure, if it's electronics, I'd have caught it on scanner?
Thank you

After a few Youtube videos, I found this wand hanging down under the dash:

The small piece on the side was disconnected.
I plugged it back in, but system still does not work. Well, it worked for a minute, after I started the car, and stopped blowing into the face again.
I marked 3 empty connections on that junction block. Are they supposed to be like this, or sealed, or have tubes coming into them?
Vacuum line is connected to the vacuum source under the battery, checked that.
The plastic three way barb in the engine compartment, tubes are connected to, is there but in unknown condition. Tubes don't appear to be melted or broken far I could see.

Check your vacuum hose to the vacuum chamber under the passenger headlight, I had the same problem:
