Question Rust Over back doors behind black moulding. What to do?

Just bought a 2012, 2500 Express Passenger. There is rust over the back door along the roof channel up top. Wondering what is the best process to use. I need to get this done before rainy summer season hits up again. Would I use Rust Converter and then just prime it before painting again? Seems to be surface only but I really want it to be gone. Anyone that can help, it is surely appreciated.
Thanks so much,

Make sure to peek under that black part - if there is rust under there you will have to remove the black thing. Up there where nobody can see I would lightly scuff off any loose rust and then use rust converter on the area - you can get it in brush-on version.

Then the next day hit it light with some fine scotch brite and then use white primer (which is a pretty exact match for GM White) to coat it well. Then some Rustoleum white over that for some UV protection.

Grey is a pretty fine grit. All you need is to dull the glaze of the rust converter a bit, and also knock off any dust which got 'frozen' into it, so the primer will stick better and onto a slightly smoother surface.
