Just wanted to add that there is a 5-star rating system in the garage as well. Just visit someone's garage and rate their work.
The ratings work like this:
* = Heap of Junk (Bad)
** = Fair Condition (Fair)
*** = Stock (Ok)
**** = Slightly modded or well taken care of (Good)
***** = Highly modded, Classic beauty, or generally awesome (Excellent)
