well, the van battery voltage read under 12 volts this morning. So I purchased a new battery and the van runs much better.
Maybe most of the low voltage ghosts are back in the closet. :-)

OK, I finally have opened the White Box and have ALDL live telemetry data at runtime now.
The 1ST PASS on data capture confirms there is low voltage on the coolant temperature sensor. And there are 4 malfunction codes present. Yet there was no engine light present at this time.

WOW BIG LESSON LEARNED
DO THE CHEAPEST FIX FIRST!!!!!
Malfunction code are gone.
I cleaned every ground connection to the engine I could find.
I inspected, I tested with a voltmeter, .... and the resolution to the van's low voltage issue was poor ground contacts. All the black box ground tests checked out good. A big false positive in this challenging project.
These older ECM vehicles are very sensitive to poor grounds. I have my van on the ALDL scanner ... going for a test drive.
I shared my pain with you so hopefully, you can avoid it.

Define the Symptoms
Identify the potential cause(s) of those symptoms
Get the right tool for the job
Measure the data points of the potential cause(s)
Do the cheapest repairs first.
Clean all ground points even if they test good and look good visually.

GHOSTs BUSTED!!! - NO MORE LOW VOLTAGES Van issue was ROOT CAUSE WAS RUST RELATED ON GROUND CABLES TO ENGINE.
