Default 1995 350 5.7 tbi

Hello all, I am having a problem I can't seem to overcome. The engine in question was running when removed from a 1995 G30 van. Now, it's in a different vehicle and will not run due to excessive fuel being delivered to the intake. Here's a list of what I've done.
1. Replaced the fuel system, new pump, new regulator, new injectors.
2. Replaced the forward coolant temp sensor.
3. Tested the TPS, MAP, and new forward temp sensor with excellent results.
4. Replaced cap, rotor, plugs, wires, and verified TDC and wire placement.
5. Verified all conductors have the correct path back to the ECU.
6. Fuel pressure at 11 psi.
7. Engine compression roughly 140.
After cranking and watching the spray pattern the engine is flooded. If I drop the fuel pump out and do not deliver any new fuel the engine will run for a few seconds on the fuel remaining in the intake plenum. I am at my witts end and have no idea what else to check. Any advice would be greatly appreciated.

11 PSi is close to normal for TBI, but I'd dump the fuel filter were I you. My guess is that your ECM is at fault here. It's not set up for your vehicle properly nor with your injectors, thus it's flooding your motor.

The ecu came from the factory with this engine.. how can it not be set up for this engine? I'm not following the logic here. The ecu and engine should be a stand alone system and the car it's in shouldn't matter as long as the car systems and engine systems are separate, which they are.

You Have any OBD codes for us? It would likely help a lot.

I don't any codes. I don't have a OBD1 scanner.

You didn't tell us you moved the ECU with the motor!!
So this was a good running motor before the swap, and 100% of the components moved with the motor?
If you drop out the pump and get it running, have you tried re-energizing the pump before it starves out?
Does this motor have an ICM in the distributor? If so did you change it yet?

It does have an icm but it tested good. I guess I could replace it just for giggles... lol
