Post 1995 C3500 Rollback Plug Issue

Hey guys,
New to the forum but have a potentially simple problem. 1995 C3500 rollback TBI 454 with 85k miles NV4500. Truck was running rough when purchased so did a proper Seafoaming, new air/fuel filter, and oil change. Ran much better but decided to do plugs and wires. I replaced the CR43TS with new ones and some OEM wires. I gapped the plugs to .045 but then it would not start (a couple wires may not have seated). So I put them to .035 like the air cleaner housing says and it started and idled but would not throttle past 1k RPMs with out popping and then eventually stalling. One of the heat shields rotted out so a wire melted and now have a heat wrap on order. Should I gap them back to over .040 to see what happen or is there another reason for the stalling? Distributor/cap/rotor are also fairly new BTW and the gas is fresh with injectors spraying evenly. I think it may have been running rich since the plugs have a little color to them.
