Default 2000 Chevy Express 3500 fuel pressure regulator

Hello all, I recently acquired a Winnebago Minnie with the Chevy 3500 frame. It has a hard time starting, but when it does start, it blows a little black smoke and idles a little rough. This is the fuel pressure regulator, correct? If so, I removed the front hose (Vacuum) and fuel came out. I assume that it is bad. But I’ve never seen on like this and all the replacements I have found online look like just the front part and have a ring that gets snapped in over it. Can someone tell me how it comes apart, if it does, and if this is just an old style and needs to be replaced with the new style, Thank you.
