4000 rpm revlimiter

I have a 2001 S10 with a 2.2 liter 2wd automatic at 4000 rpm it acts like it's on the revlimiter. I've replaced fuel pump and cut off catalytic converter and there is still no change. Any suggestions?

Did you buy it new? Some companies that have fleet vehicles have limits programmed into them as to not go above a certain speed.
