Unhappy Astro Van Fuel Pump

On my "99 astro van I was just about to change out the fuel pressure regulator. I have 55-61#'s. Before I start to change it out, which I'm sure I'll be cussing the placement of it, could it possibly be the fuel pump itself? Cannot get it to start now to get more pressure readings. New fuel filter, have not shut off the return line yet to see if I lose pressure or not. Costly fuel pump or much aggrivation to change pressure regulator- Any suggestions would be appreciated- at least my back would appreciate it. Thanks anyone

You can spray starter fluid down the throttle body so the engine will run for a few seconds. This may allow you to take fuel pressure readings.
