Default Is this a brake problem? Or just worn brake pads?

93 silverado with 250,000 miles. Just bought it for 1200. Put in a bypass pulley because AC clutch seized and put on new water pump because it was leaking coolant.

Anyways, I have to press the brake pedal down pretty far to stop. I also notice that once in a while my brake pedal with pulsate. The truck stops good. There is no squeeling coming from the pads or anything like if they were worn. The brake fluid resevoir is on minimum and the fluid looks kinda black.

fluid should not be black. i would bleed the entire system (all four corners) extremely well, get fresh fluid into the system. it's possible the master cylinder is going out, but a fluid flush is cheap and easy.

i'll start with brake pads and probably a fluid flush. How do I go about bleeding the brakes?

there's few different ways. easiest is get yourself a self bleeder kit. it's pretty cheap, will come with directions. start with the passenger rear, then drivers rear, then passenger front, then drivers front. follow directions on bleeder kit, it should work great. make sure to keep the master cylinder full of fluid as you do this. it will take quite a bit of fluid, so make sure you have enough.
