Default Can't fill gas tank 2005 tahoe

I have a 2005 Tahoe LT 2wd 5.3L and cannot fill the gas tank more than a trickle.

I am getting code P0455.

So far i have changed the solenoid at the rear near the tank and the solenoid at the top of the engine.
This does not seem to have helped.

I am getting 12-13v at the ORANGE wire at the solenoid under the vehicle.On the WHITE wire I'm not getting anything but i think that is controlled at the computer.
So .....My question is what do I check next??
Any help is appreciated.

remove the evap canister vent line at the fuel tank. try a refill. if the tank fills properly there is a blockage in the vent line, canister or vent solenoid fresh air intake filter.
if the tank still fills poorly check the tank filler neck. inspect and blow out the fill hose and smaller vent pipe. the tank may have a check ball where the filler hose connects; make sure its not blocked.


the dtc is for a large evap leak and should not cause a filling problem.


the white wire is grounded by the ecm to close the vent solenoid. this should not cause a filling problem.
