Default Can't remove the tail light to change bulbs

someone must of torked them down tight... tried phillips screw driver and electric drill and nothing i'm afraid i'll strip the screws, or do i need to take it to a dealership

You don't have much choice. If a phillips screwdriver fits in tight, force it as much as it takes to loosen the screws. If that fails then try some speedouts. That should work.

i did that the screw driver would just come off... i'll see if my neighbor has one

If you do too much damage to the head of the screw you can also try a couple other things. First, use a die-grinder / cut off wheel and just cut a straight slot in the screw and try a flat bladed screwdriver. Second, drill the screw out and install a larger screw when replacing the lamp.

If you damage the head, and can get it out a little bit, use a pair of side cutters underneath the head, and unscrew it.
