Default Carburetor bolts came loose. Do I need to change the gasket?

I'm pretty sure i need to change it. I change it a month ago ands its been running sweet. But today after work it wasnt running as good.
Found that the carb bolts loosened, Of course I tighten them back up but now it idles up down.
I shot starter fluid down near the throttle and it does idle a tiny bit more when I do that. Or if I touch the choke it idles high.

Default loose bolts

did you retighten the bolt's later after the engine was running for about a week the gasket's generally have plastic spacers that only let it compress so much .;
