Default Chevy Cavalier 2002 2.2L code P0172 (P0420) engine flooding- where to start?

Driving my car home from work it started hesitating a bit as if I got a bad batch of fuel. It took me the entire lenght of an exit to get to 60mph. Eventually it wasn't accelerating and went from 60 to 25. I managed to get it to an exit and when it got to a hill the engine light started flashing so I let off the gas and it stalled. I let it rest for a bit, looked in the engine compartment and noticed nothing but a faint burnt rubber smell. Belt is fine and it started up without issue. Didn't overheat in anyway. It's clearly getting too much fuel. Looking to check the spark plugs first, but am wondering if anyone has a suggestion on where to turn after that.
