Default Fuel pressure only at 10psi

I checked the fuel lines, changed the filter and fuel pump and still only getting 10 psi. Spark is not a issue but will not turn over thinking it does not have gas to it. Someone please help Im pulling all my hair out

You need to post type, year vehicle you have. The only thing I can assume is that it is an electric fuel pump.

1998 chevy 2500. I changed fuel filter and fuel pump. I check the fuel line and it seemed to be clear. Do you think the fuel return line can be a issue?

I'd suggest pull the fuel line, and stick it in a 5 gallon bucket and see what comes out. Could be obstructed with rust. You can do the same with the return line if you think it might be an issue.
