Thumbs down headlights

I have a 1997 Tahoe had projector headlights by a pro. The issue is that they will not adjust, so that they will shine on the road in high beam mode. They are suppose to be OEM. Is There any way to put a spacer behind them ? So that I can adjust the. They are adjusted all the way down now, but they still shine into the trees ( blind on coming traffic in low beam also. ) I love these headlights so I do not want to have to buy new ones.

Putting washers behind them may work, but they may need further adjustment from time to time. If you were in Texas, you couldn't even get your ride registered, with them like they are. If they are OEM, I'd take it back to a Dealer, and have them correct what appears to be an incorrect install.
