Default HELP Fuel level sender troubleshooting Scan Tool reading Vs Dvom reading

2011 Express van 6.0 having fuel guage issues. Scan tool showing 0v for fuel level sensor, sometimes goes to 1.4v and switches back and forth from 0-1.4. Unplugging fuel pump connector, and scan data shows 4.98v. However checking voltage at connector using dvom shows only .8v. Could scan data be showing the open 4.98v at pcm, and the the dvom is showing actual reading at connector due to wiring issue?
