Default pressure

not sure but sound's like you have a busted piston or rings pressurizing the crank case or the pcv system is not working .how much water in the exhaust and when ?pressure check the cooling system ,to rule out a blown head gasket .

Default

Pull the hose off the other valve cover (opposite of PCV valve) see if it will suck a piece of paper against the valve cover. If it does not the pcv passages are blocked in the valve cover.
