Default power steering

Hi I've put a new power steering pump on a a 2000 cavalier and now it when i decellerate and turn the wheel i have no power steering but when i accelerate it works fine.It has plenty of fluid andI've had someone turn the wheel and i've watched the belt and it doesn't look like it slips so I'm stumped. Any advice out there?? Thanks!

Does the fluid appear to be foammy?

yes the fluid looked foamy..does this mean i half to flush it out?? and if so how would i go about doing this??
