Default Remove Key Lock Cylinder

Is there a way to remove the key lock cylinder when the key won't turn? I have a 2004 GMC Envoy. The ke will not turn at all and the steering wheel won't lock. From what I'm reading the key lock cylinder may be broken, but to remove it, it must be turned to the start position. The problem is, it can't be turned to the start position. Please, HELP!!!

You must drill out the cylinder and turn it to accessory position to remove.
