Default TBI Hesitation

Hello all! I have a 1989 Grumman Olson P30 with a TBI sbc 350. For some time I have had to let it warm up until it reaches running temp (190) before I can drive it without it spitting and sputtering on takeoff. Once it warms up it does alright but I think it could do a lot better and it seems if I could pinpoint the cold hesitation the overall performance would improve as well. Thanks in advance for any ideas!

When was the last time it was tuned up? Cleaning the throttle body would help.

Tune up doesn't help. I was reading yesterday about the engine temp control switch and the MAP sensor as being possible culprits. I ordered both and will give them a try soon. If those don't help I was thinking fuel pressure regulator?
