Transmission cooler lines

Recently had a reman 5.3 install and 4l60e rebuild done. Any reason the mechanic would leave the trans cooler lines off? Thank you for your time and consideration.

should be no reason but the trans should be bleeding out real fast and the shop should of seen this. the cooler should be flushed out before its hooked back up also
