I think the one on the driver side is for the gauge and the one on the passenger side is for the fan.

You are correct it is the fan switch. Ive never seen a switch like this before. I was thinking the ECM was using what i thought was a sensor to know when to turn on the fan but it turns out its a thermal switch that is responsible for turning the fan on and off. Thanks everyone for your help.
