Remote key reprogramming

Hi guys I'm new to this forum. I recently purchased the 2008 chevy hhr lt from friend and it came with an annoying remote key issue. I just replaced the batteries with brand new Cr2016 and I needed help with the programming process as I am living in a place where there are literally no certified professionals to do the job.

it won't lose programmng for a battery change.
not sure how to do it without a scan tool. any shop with a scan tool can program a fob; doesn't need to be a dealer.

will the 50 to 100 dollar obd2 scanners on amazon work?
