2001 Impala highbeam/regular lights failure

2001 Impala highbeam/regular lights failure
My dad's impala has a glitch - with the brights on, when he turns the brights off, all of the lights go off for a second or two then the regular lights come back on. It is intermittant and the mechanic cannot find the problem, let alone the solution. Any thoughts?
