Default 2005 Impala Rear Defroster not working

Hi, I have a 2005 Impala. When the rear defroster is turned on, I get the light on the switch, but the rear defroster doesn't seem to work properly. The rear defroster will partially remove the "fog" on the rear window, but only within a 1/4 inch around the wire strip. It seems the rear defroster does not heat up high enough. It will not melt any snow or ice of the rear window. I have taken it to the dealer in the past to have it fixed. I can't remember what they did to remedy the situation. Thanks.

Default Rear Defroster

Took car into dealer again. They replaced the relay for the third time, and still does not work. I give up on the rear defroster!!
