EGR & Catalyst Not Ready

EGR & Catalyst Not Ready
Tried to get my 2001 Impala inspected today, and failed because the ECR and Catalyst read "not ready". I installed a new battery over a month ago, which reset the checkengine light, but the light never came back on. Im assuming the problem is the catalytic converter....ans advice or suggestions?
