Let me try. So if your in ACC mode, no radio, but if you turn to start it will?

I will get the radio in acc mode but i first have to turn the key to run then back to acc mode then the radio will go on. If i just turn the key to acc it will not go on. I also have to repeat this every 10 mins because it times out. The same thing happens for the power windows. If the engine is running then everything works fine without timing out. Thanks!

There was a remote start on the car but I removed that a while back thinking it might have been causing issues with other stuff but as it turns out it was working fine.

I have an '03 Impala and that's how my radio works.... after I turn the car off, the radio and wipers will continue to work for 10 minutes as long as the doors remain closed.
After the timeout, I also have to turn the key to 'run' to turn the radio back on.
