Question Steering pump issue

My power steering is bad when I'm trying to park Or when the rpm's are under 1000 if I'm in park or neutral and I step on the gas and go over 1000 rpms the steering is normal like it should be... Also every time I open the reservoir like to check the fluid it let's out pressure when I take the cap off it sounds like when you open a soda can... I've been told three different things by three different mechanics..."it's the power steering pump" "it's the rack and pinion" and "it's a power steering line clogged up" I don't know where to start I don't have much money....

That's usually a symptom of a worn power steering pump and, perhaps, contamined fluid. So, I'd pick mechanic number 1, i.e., replace the pump and, what usually goes with it, flush the system.
