2001 Malibu won't start

I have a 2001 Malibu that will not start.
I will fire if given a sniff of WD-40 in the intake.
If I take the fuel cap off, I can here the pump run when my son turns the ignition on.
We tapped on the tank.
We switched diffrent relays around with no success.
There is pressure at the rail. We bled it off with a screwdriver, hit the switch, and there was pressure there again.
We intially thought it was a frozen fuel line as I had 1/4 tank of gas and the temp was -25 when I tried to start it. But it was 40 above today and no further success.
Any ideas what it could be?

try putting a long screwdriver on each fuel infector to see if they are working (you should hear a click as they open and close) while you turn the engine over. or you can test them with a voltmeter or test light
