replaced ignition
now they keys turn ignition but...
the car very rarely starts
i can hear the fuel pump but it seems to be hydraulicing(sp)

Default more on the matter

We have removed battery in hope of clearing any codes.
no check engine light
might have drilled the original pass lock chip on original ignition

Welcome to the forum. The flashing light means the BCM hasn't learned the Passlock sensor. Especially after the disconnecting the battery, you need to reconnect whatever wire(s) you cut and then perform the learn cycle. What exactly did you replace, the ignition switch, lock cylinder, or both? The vehicle did not have the Passlock problem prior to the wrong key incident?

We have tried reconnecting the yellow wire.
we have spent hours doing the 10 minute x3
it is not clearing the code.
when it did start i took it to an auto store and they confirmed it had no codes
which i already knew since the theft light isn't on when the car is running, nor has it ever flashed a check engine light

we replaced the ignition only because the original ignition refused to turn at all
and we never had a problem prior to this

I'm not surprised on the "no codes," thing since I don't think the AZ people can scan for BCM codes. And, relearn won't work without all three wires connected between the ignition switch and the BCM. Again, what exactly did you replace, the ignition switch, lock cylinder, or both?

I tried the relearn prior to cutting wire
i also tried it after
i have since then fixed the wire and tried again
I have been working on this for about a week or two. literally everyday
I replaced the original ignition cylinder
because it refused to turn at all

That's what I thought, just the "original ignition cylinder." Because of the way the Passlock sensor mechanism is designed, you almost always have to replace both the ignition switch and lock cylinder in pairs once the lock cylinder is forcibly turned. You can try doing that or, if you don't care about the theft deterrence, Passlock can be bypassed. I don't advocate it but I understand that it just takes a little research on the web.
