Default 2004 Malibu Headlights shake, steering wheel lights

I just bought a use 2004 Malibu (not the classic) and I drove it for the first time last night. Over every bump the headlights shake and it's really distracting to drive at night. I removed both headlights and everything looks normal. However, are there supposed to be rubber grommets where the little prongs at the bottom of the headlight go in to the radiator support? That's the only thing I can think of that can stabilize the headlights.

Also, are the bulbs in the steering wheel radio controls replaceable?

I have no clue about the steering wheel lights but there are not supposed to be rubber grommets in the headlights. I used 2 washers for each of the plastic nipples on the headlights which fixed the problem for my 05 Malibu. In case you also hear a vibration noise that sounds like it's coming from the dash, it's the plastic piece under the windshield wipers. Double sided tape will fix that issue if it occurs. Hope this helps as it is very annoying with shaky headlights.
