Angry 3.1 no compression

2002 Malibu LS 3.1, 59k miles, overheated, put on re-man heads, w/rockers, all new gaskets. Started right ran a short time and over heated again. Took Heads off found damaged gasket.
Heads mill and inspected, put all back together, now have no compression, push rods in correct locations, rockers torqued to 14 ft lbs +30 deg. I can back off the 30deg and get 90 psi, a little bit more and hit 120-150. by doing this have no idea what the torque is or will it damage the valve. seems like I shouldn't have to do this. Would think the lifters would take up the milling.
Any ideas Please.
UPDATE
Did get to start sounds like a sewing machine, valve rattle and it pops, still need ideas on adjusting valves to spec.
UPDATE 12/2/19
Took heads to a machine shop, had them milled, valves reset (most of them leaked by). Put back on car, one bank is ok the other still leaking between all 3 cylinders. Torqued both heads the same. going to take the one leaking head off a have it rechecked for flat and check block for warped. QUESTION IS do cast iron block warp?

Compression pressures in a good 3.1 should be 160-170 PSI. Were you able to obtain that?
