Default Exterior Lamp Control only seems to work on "AUTO"

I have a question regarding my exterior headlamp control on my 2009 Chevy Malibu LS (The band on the lever on the outboard side of the steering column).
There are 4 positions this band can be in...

1 (Headlamps): Turns on the headlamps, parking
lamps, and taillamps.
2 (Parking Lamps): Turns on the parking lamps and
taillamps only.
3 (Automatic Headlamp System): Automatically
turns on the Daytime Running Lamps during daytime,
and the headlamps, parking lamps, and taillamps
at night.
4 (Off/On): Turn the band to this position to turn on
the Automatic Headlamp System. In Canada, this
position only works when a vehicle is in the P (Park)
position.
To turn on the Automatic Headlamp System, turn the
switch to off/on. To turn them off, turn the switch to off/on
again. This is a momentary control switch that springs
back when released. The Automatic Headlamp System
always turns on at the beginning of an ignition cycle.

No matter what setting I have this band on, the lights seem to run automatically - They stay off during the daytime, and come on at night. I leave it on the 3rd setting (Auto) at all times. However, switching it to any other setting doesn't seem to change my lights from working automatically.
High beam, signal lights, and hazard lights work properly when set. Not sure if I'm overlooking something or if this is something that needs to be fixed.
Is there anyone familiar with an issue like this/knows how to fix it/how much it may cost?
